I always see these two as equals because Merlin's always pushing boundaries, and however much Arthur likes to lord his station over him on occasion and order him around, it's clear that he doesn't really expect Merlin to pay much attention a lot of the time. It's part of why I love these two - they're just so... mutual, complementary, two sides of the same coin as it were ;) /fangirl moment
